Allergy: You may be having a reaction to the antibiotic.  A UTI would not cause a rash.

Rule out low thryoid: You should see a doctor to have your thyroid checked and find out what the rash is. If s/he thinks you are depressed or nervous, s/he may treat you or refer you to a psychologist or psychiatrist depending on the severity of the situation. Most psych conditions, even if brought on by a physical problem, respond best to a combination of therapy and medications, especially medications if severe.

? urtcaria: most of the time it has no specific cause, you can try OTC  antihistamine as cetirizine (Zyrtec) or loratadine (Claritin) , unless contraindicated, one tablet a day of either, for few days, if not controlled, see a dermatologist, good luck

: That test result is about 98% conclusive that you do not have HIV and 100% proof your symptoms are not due to HIV. HIV symptoms are not caused by the virus itself, but by the immune response to HIV. Immune response is indicated by antibody; it is not possible to have HIV symptoms with negative antibody test. And you can't have HIV anyway; it is not transmitted sexually without penetration.
