a "weird" feeling in my left arm, breast, shoulder and chest. it's not exactly sore, but it feels really tense. is this due to my recent panic attacks?

Tight chest: For people in there 20's tight chest is usually from more benign process such ad anxiety or panic. Bronchospasm would be comon.  Coromary disease rate, however if using substances like cocaine can preciptate cardiac problems in people under 40.  BlBlood clot possible, but cpmmonly associated with pain.

Could be a: Manifestation of a heart problem. Or a nerve problem caused by degeneration of the spine in the neck. See your doctor for an evaluation.

See a doctor: This could be neurological or vascular and without an exam have no way of diagnosing.  You might start with  a pcp and they can refer to you specialist if necessary.

Probably not: Gas is not likely to cause discomfort in your arms, though gas has been known to mimic many cardiac symptoms. I would recommend you seeking further care for this situation.

: Contact your physician, as there could well be structural problems in neck or shoulder.  However, it would be of value to rule out any cardiovascular issue which is causing referred pain.  Intervention can be based upon outcomes.  Do this soon to be on safe side.

Neuropathy: You may have carpal tunnel syndrome. Do you  use your hand a lot? Are you left handed?
Are you diabetic? 
Less often it may be caused by a pinched nerve in the neck. 
You need a detailed physical exam at the least.
