Depends: You will not get sick overall from the cold alone but it depends upon how cold it is.  If you do not wear a hat and gloves in serious cold you could get frost bitten.  Cold will lower your susceptibility to certain organisms but you must be exposed to them as well as to the cold.

Well,...: In cold weather, our blood vessels will constrict and that can lead to increasing arthritis symptoms with lack of the normal blood flow, etc.  Muscles are more likely to ache in the cold weather for similar reasons.
