Statistically...: Unfortunately, these effects you describe don't just have an effect on the feet and legs. The effect vital organs are effected as well.  5 years has been reported as an expected life span after an amputation, but this is just an average.  It could be more or less depending on many other lifestyle factors.

my mother's legs are chronically swollen due to poor circulation, takes lasik. they are weeping excessively.  is this a normal side effect?

Nope: She is taking Lasix (Furosemide) which is a diuretic to get ride of excess fluid. There are different reasons for swollen legs. 1) Heart Failure 2) Venous Insufficiency 3) Lymphedema. Depending on them different treatments ensue. If they are weeping, could be excess fluid. Lasix will not cause this, she might actually need an increased dosage. Needs to contact her PCP. Yes: When her legs are very swollen, they can actually weep fluid. Best option initially is to elevate her legs. Should see her doctor for an adjustment in her medication dosage.

Immediately: Providing that the vessels downstream ( femoral, popliteal, tibial ) are open, you will get relief of your pain due to lack of blood flow immediately.  You will especially will notice the effect when you walk.  If you have non healing ulcers they will heal over time.

Not necessarily: Heaviness is not a common description for someone with poor circulation to the legs. More usually, one complains of pain with walking that leaves with rest, less hair on the toes, change in skin color loss of pulses. Heaviness could be vascular but could be from many causes. A good history and exam should help determine the cause.
