Bite: He should be evaluated in the hospital emergency room now as he may be having an allergic reaction to the venom or a developing hand infection. Prompt treatment is available there.

Allergic reaction: This is most likely an allergic reaction to something in your environment. Pets, pollen, mold, soaps or cosmetics are the most common offenders. Avoiding contact with them helps if possible. Try a non-prescription antihistamine eye drop, an oral antistamine like benadryl, (diphenhydramine) and cool compresses on your eyes when the problem occurs. If not better see your doctor.

Cyst or other: Difficult to say what it is.  Cysts of the eyelid usually do not come and go.  Recommend a check with your eye doctor in the next few days.  Take a pix if you can for your md.

Not sure: This child needs attention now. Take the child to pediatrician or family doc tomorrow. If not available go to minute clinic. This child needs to be seen to referred to derm as soon as possible. Might consider that the child might be allergic to the disposable diapers. Would consider putting the child in cloth diapers for now.

Herpes simplex: May well be.  There are other causes, including syphilis and some autoimmune conditions, as well as friction.

blisters of the skin: Under the eye could be a serious viral infection.  I recommend that you be seen within 24-48 hours from when they started.

Doubt herpes or STD: It's impossible to guess about the cause of this, but I agree this doesn't sound like herpes or any other STD. The large majority of genital skin problems aren't STDs. The doctor or clinic treating your balanitis is by far in the best position to figure this out and give reliable advice. Good luck with it.

Get a physical exam: Bags under the eyes at your age is unusual when you are getting adequate sleep.  Keep the vitamin E away from the eyes. Do you have allergies? This can cause it. There are more serious causes so I would recommend you have a general physical exam. Be sure to tell the doctor about the baggy eyelids.
