Unconsciousness: Falling unconscious most often happens as a faint.  The most common cause of faint is what is called a "vasovagal" reaction in which fright, pain, disgust, horror, or other stimulus triggers the vagus nerve to lower your heart rate until your blood pressure drops too low to maintain normal cerebral consciousness. The other major cause of fainting is just low blood pressure, eg., dehydration, etc.

Call 911: This depends on the reason they're unconscious.
If they OD'ed on narcotics they need a drug like naltrexone ASAP. If they have low blood sugar they need sugar but if sugar too high they need insulin. If they has a heart attack they need CPR. If they had a stoke they need emergency care. If they just fainted let them come  to on their own. But best is to call 911 so paramedics can assess and treat!

Unconscious: Check for pulse and breathing.  If the mouth is open, put a soft item to wedge the teeth apart, then sweep the mouth with yoiu finger.  Move the person away from sharp edged furniture.  If no pulse or no breathing, before starting cpr, sharply strik the sternum with your fist, as it may start the heart beating.  Give cpr, turning the head to the side in case of vomiting.

Its never safe: A state of unconsciousness is fraught with complications depending on the cause of the unconsciousness. It is never safe. Aspiration pneumonia, difficulty breathing, asphyxia, hypoxia- the last 3 will lead to too little oxygen getting to the brain. The prime example is the famous singer Michael Jackson. Never a state to be in i:e unconscious.
