Scrotal swelling: Scrotal swelling is one of the most difficult types of swelling to treat. The best treatment is elevation, which is difficult. Instead  most patients just lie down as much as they can. The key, however, is to determine the cause. The most common causes are: a low protein (albumin) in the blood or some kind of allergic reaction. For allergies, otc treatment with Benadryl (diphenhydramine) will help.

It is edema: Hydrocelectomy can be traumatic to the testicle and there can be more edema than you expected. The only way you can know for sure is to have your scrotum examined by your surgeon.

In nephrotic sydrome, loss of protein in the urine due to defects in the kidney podocytes leads to to movement of fluid from the bloodstream into the tissues. Retention of sodium and water worsen the edema, which occurs throughout the body.

Yes: if u have no CHF i.e. no fluid in ur lungs, do not take lasix, (furosemide) it will make u dehydrated and pass out. Just cut down ur fluid intake.

Warm soaks.: Try starting with a simple warm soak to the area twice daily.  Soak a washcloth in warm (not hot) water, ring it out and hold it on the scrotum for fifteen minutes.  Hopefully this will open up the follicles and allow them to drain.  Hopefully this will be all you’ll need.
