Only option : It would be nice if these could be treated non-surgically, but there is no other option. Inguinal hernia, unlike umbilical hernia in children is thought to have a lower overall risk for repair rather than observation. See a pediatric surgeon for a more complete evualuation. Appointment in the next week or two should be ok if there are no symptoms. If severe pain, head to an ER. Hope this helps!

Ultrasound : Need to see a GP or Surgeon for assessment. An Ultrasound of the pelvis will help in the diagnosis

Neither will cure: Umbilical hernias in babies ; very young children mostly resolve on their own. Otherwise surgery is required to cure a hernia. Hernias are due to protrusion of tissue through a defect in muscle or fascia. Indirect inguinal hernias are due to failure of peritoneal protrusion to close spontaneously after birth. Trusses may temporize. Neither manipulation or any medication can correct hernial defects.

Inguinal hernia: Sadly, the standard of care in today's world for a symptomatic inguinal hernia would be a surgical repair.  First, an evaluation by a trained health care professional to determine if you really have an inguinal hernia.  Then, and honest assessment of your symptoms. Pain, limitation activities, change in bowels. If the hernia is not symptomatic, there is no rush to surgery. You could try a trusse.

Hydroceles: Congenital hydroceles that have been present  since birth don't "heal"; require surgery; although small non symptomatic hydroceles can be safely watched. Postop hydrocele rx however depends on the cause. Normal post-op swelling/fluid around the testicle ; in the scrotum often absorbs over time. However a retained portion of a hernia sac that fills with fluid may require repeat surgery see your md.

Postop swelling ?: The treatment needed for swelling in the area of a recent mesh hernia repair depends on "exact" diagnosis. There are many causes. Although 9 wks post-op is a bit long, most inguinal hernia repairs are associated with some postop. Swelling which usually resolves without specific treatment. Infection ;  hydrcele may require some surgical intervention. See your surgeon for diagnosis ; recommendations.

Probably wait out...: Local surgical dissection and postoperative tissue reaction for healing may interfere venous and lymphatic drainage, leading to swelling in inguinal and scrotal region. Such takes time to resolve with unpredicable various pace, but is worthwhile to wait and see as long as slow and surely getting better day by day, because nothing can be done except infection. More? Ask surgeon timely.
