Maybe: Fluid-filled cysts can be drained and that may help for a long time.  But the fluid sometimes returns.  If it is not bothering you, then you can do nothing.  If it is, then you can have the whole cyst removed.  Before doing any surgery, even minor, get two opinions though.

You need to get it looked at and diagnosed, then you can get it properly treated.

Thickness of 3.8 mm is not abnormal if bladder wasn't distended.
