REST/MEDICATION: The first thing to do is discern why there is inflammation. Is it from overuse or is there a more inflammatory and systemic process going on - i.e. Early rheumatoid arthritis. Rest, anti-inflammatory medication and splinting are initial therapies. Occasionally local cortisone injections are used. 
Physical therapy closely following to insure restoration of tendon function.

Takes 16 wks to heal: The initial concern should be to reduce the inflammation as soon as possible by following the principles of price: protect it (with a splint or brace); rest it (get the weight off of it completely; use crutches if necessary); ice it within the first three days, 15-20 minutes three times a day; compression (using a loose ace bandage, compression brace or kinesio tape), elevate to reduce swelling.

: Ligaments do not really stretch that much . They typically are just a specific length with very little stretching capabililty. However, prior to childbirth, the hormone relaxin present in the body at that time allows the ligaments of the pelvic area to stretch and this is beneficial for birthing a child.

Ligamentous: Tightness is necessary.  There is no specific medication that can 'relax' ligaments which frankly need to be tight to support the joints.  I presume you are referring to tendon tightness which is a function of inactivity, limited activity or prolonged immobilization.  Activity geared toward stretching and improving flexibility are the only effective methods to combat tendon tightness.  No shortcut.

Prior ACL injury: If the anterior cruciate ligament (acl) looks smaller, thinner or less robust than it should on an mri, it may be described as attenuated.  Alternatively, this term may be used if the ligament seems a bit weak on physical examination.  Either way, the suggestion is that there has been a prior injury or partial tear.

Can't: By exercising your are not directly restoring the thinned acl but improving the conditioning and strength of the lower extremity. This will reduce the likelihood of knee injuries and subsequent acl injury. When exercising focus on core/hip/knee/leg/ankle. If acl is torn its preferred that you fix it. If unsure from MRI then a scope could be considered. Discuss with your orthopedist.
