Probably you are: having an anovulatory cycle. Estrogen is dominating to your cycle . See your gyn. Your cycle can be regulated with progesteron pills or bcp.

When in doubt: just check pregnancy test.  And if you are still not bleeding normally and first pregnancy test was negative, check it again in 1 week.  Your symptoms certainly sound like pregnancy.  See a healthcare provider for more definitive pregnancy tests if you are concerned and your tests at home are negative repeatedly.

Please check a blood: Preg test , to be sure you are not preg., and please se your gyn as you need other blood hormone tests and a pelvic ultrasound.

Yes: It can but you could also be pregnant and it is just too early for the test you did to be positive. If your period still hasn't started in a couple of days, repeat the test.

Unusual: Would be unlikely at this point to have neg tests if pregnant.  See your doc for a blood pregnancy test or for other reasons.

Late period : Follow up with gyn may need ultrasound  as ectopic may not present  with significant HCG  , blood HCG is at times more definitive.  follow up with gyn

Tests are accurate: Today's home pregnancy tests are very accurate and not affected by foods, herbs, common illnesses, sexually transmitted diseases, vaginal spotting, or medications. A test gives a reliable result 3 weeks after sex (3 weeks after when conception might have been) or 1 week after missing a period. If done sooner, a negative result may be due to testing too early, such as less than 2 weeks after sex.
