i have a fever of 100.4, and my heart rate is 110-115. normally it's 60bpm resting. is it from the fever and should i be concerned?

Your elevated heart: rate is probably due to fever and dehydration. If it persists for more than 48 hours or in the absence of fever you should be evaluated by a health care professional.

Can be "normal": It is very common for heart rate to increase with fever. A temperature of 39 degrees C is clearly a fever if measured correctly. A heart rate of 139 is not in the range of a dangerous rhythm.

i have terrible cold my heart rate usually when resting is 60-70bmp now it's resting at 110 and all i have done is spend it in bed no fever

You are probably: dehydrated. Fever will raise your heart rate too but so will the stress of illness. 110 BPM is not worrisome in a "sick" 30 year old. It will return to normal as you recover and rehydrate.

Yes: Heart rate (pulse) becomes more rapid with fever. It can be the cause of the fever itself i.e. Infection. In addition your body in an attempt to reduce the fever will vasodilate or open up blood vessels so the heat can travel closer to the skin and cool the body. When this occurs the heart rate increases to maintain the correct blood pressure.

Not unexpected: The range of the awake heart rate of a 4yo is 60-140. The addition of fever generally increases the rate by 10 beats/degree/min. The respiratory rate also increases by ~5 breaths/min/degree. A kids heart is much more tolerant of rapid rates than adult & with some illnesses we will see it in the 180+ range for a couple days.

Not to worry: Fever will raise the heart rate in all people. 
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Tachycardia: His elevated heart rate is due to fever.  treat the fever with either ibuprofen or acetaminophen at appropriate doses, the fever will come down and so will the heart rate

Not normal: You should go into be examined. Your heart rate points to either not getting enough fluid in or a significant illness like pneumonia.
