R/O HIVE: Hive are raised bumps that can occur after an  allergen exposure. They are usually itchy and multiple. If there is only one it may be a cyst or a lipoma. You need an exam to determine the type of lesion .

Herpes: Should definitely be seen by a doctor.  But could be herpes.  Definitely be seen by someone so that you can be properly diagnosed.  Herpes is often painful and you didn't mention that in your description, but tiny bumps can be suggestive of this.  Could be an allergic reaction, but important to make sure it's not a std.

Possible folliculiti: Rashes are difficult to asesss without actually seeing it.   But it sounds like you may have inflamed or infected follicles.   You should go be seen by a doctor.

The rash could be an allergy to some new medication, a new soap, detergent, plant, animal, an infection, etc.  There are many causes of rashes. I encourage you to see a health professional who can fully examine you and determine the cause of it if you have tried over the counter medications such as benadryl (diphenhydramine) or hydrocortisone.
