Possible warts: Warts can occur anywhere including the lips. Many times, warts can appear as flat flesh-colored bumps. The fact that they are asymptomatic may indicate this and can be easily treated. In males who shave, facial warts can be easily spread as they are virally induced. I advise my patients to avoid shaving them until they are treated.

Not sure: Bumps, rashes, lesions, and generally most skin conditions need to be physically and visibly looked at to get the proper diagnosis.  Once that is achieved, then the best treatment can be prescribed and recommended, good luck.

It might be contagious so be aware 
You can use some ointment prescribed by your doctor for it
It might recur every now and then
