I recommend : A podiatry visit. This can be a number of things including an infection, gout, bursitis. Without seeing it, i could not tell you which is more likely.

Morning : Morning stiffness, particularly of small joints, is a classic symptom of rheumatoid arthritis. Your fmd should be able to run the tests needed to see if this or another type of arthritis is causing your symptoms.

the inside part of my ankle, before it reaches the actual joint, are tender to the touch but don't hurt me otherwise. also, hair doesn't seem to grow there. physical exams are always good. what are the risk factors for pad? can it revert?

: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. PAD is unlikely at your age. You may use the internet to learn how to feel your pedal pulses and if the pulses are okay, it would alleviate your concern for PAD.

Arthritis: It is not feasible to provide a meaningful opinion without examining you and your symptoms warrant evaluation by a physician. What you described suggests inflammation of the joint. You may take acetaminophen if it is painful. If the pain does not go away in a couple of weeks, it would be prudent to see a doctor.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

i am in severe pain, left neck, shoulder, & clavicle area. i have swelling about 3 inches across, in the cs joint area, very tender to touch. ?

Abscess: You may be describing an abscess or pus pocket eg painful swelling. Best to go see your Family Doc ASAP for evaluation &amp; treatment as you may need to get swelling lanced &amp; drained then started on antibiotics. Go to Urgent Care or ER if necessary. You may apply warmth/heat temporarily if necessary. In meantime, mark circumference of swelling w/indelible pen to give docs some idea of spread.

Finger discomfort: A nerve impingement causes numbness but usually not marked tenderness. An inflamed tissue causes marked tenderness and may cause associated numbness if near a nerve. Any history of trauma? Observe for redness or swelling which signify infection.  If symptoms persist or worsen consult a hand surgeon for diagnosis and treatment. In the meantime apply warm compresses and take anti-inflammatory(Advil)

Rotator cuff: Depending on your age could be chronic tendinosis or even a rotator cuff tear.  Rotator cuff pain often radiates down side of arm.  In patients under forty to fifty this is often the result of tendinopathy or mild degeneration and will usually respond to nonoperative measures.  Older patients often have a rotator cuff tear which depending on severity is sometimes best managed with surgery.

Infection: Appears likely with changes in the elbow due to a possible reactive lymph node. See your doc or an urgent care to be evaluated and treated.

Which thumb joint?: I'm not certain which joint but if it's the one closest to the fingertip this is osteoarthritis usually. Usually eventually gets better but you can try hot water, hot paraffin wax, isotonot gloves - that all my help.

Shoulder pain: This could be shingles as it sometimes occurs without the rash. I would see a doctor to make a definite diagnosis
