Don't irritate area: The simplest thing you could do is to not irritate the area any further.  That means don't scratch the perineum and wear loose fitting undergarments like cotton underwear.  This will require a little bit of will power but you will thank yourself later.  You could also cut your finger nails just in case to prevent anymore irritation.  
If this does not work than you could seek further medical help.

See your doctor.: The perineum is the area between the anus and the vagina/penis.  Swollen veins are not common in this area and I have not seen this ever in many years of practice although anything is possible.  I would be more concerned with a perianal abscess or fistulo in ano or some other infection or inflammatory process.  It would be most prudent for you to see either your ob/gyn or a surgeon.

4 to 6 weeks: The post partum period is 4 to 6 weeks. If you think your swollen perineum is unusually itchy and swollen, go see your OB MD who did the OB care and delivery to rule out an infection.

Time to see Dr.: It is probably a common type of cyst, but it sounds like it's now become infected.  Go see your gynecologist, family practice doctor, or planned parenthood-type clinic.  Don't wait because once infected, they need to be treated.

Possible abscess: It could possibly be an abscess. I would definitely go have a checked out to make sure that it's nothing serious and also to have it treated before it could  potentially get worse.

Anal Fissure: What you described suggest anal fissure. It would help to keep your stool soft to give the tears time to heal. Use a fiber laxative like Metamucil and drink enough water so that your urine is colorless. If it does not get better in three months after having consistently soft stools it would be time to see a doctor.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

hi i have a bump on the right side of my perineum like right on it and it is making one side of my vagina swollen. but it doesn't hurt unless i wipe.
