Recovery time: I would expect that there would be pain and swelling some months after such a procedure.  The reattachment requires internal fixation of the tendon in the heel bone.  The bone removal in itself causes swelling.  Physical therapy after surgery seems to speed recovery.

If you were healing: well and you suddenly have marked swelling - I would advise your podiatrist or orthopedic surgeon.

Normal: With peroneal tendon repair, there is most likely suture and/or a graft that was used.   It takes a long time for it to absorb or incorporate to your tissues--scar tissue can also cause pain/swelling for a while.  I would expect swelling for a year or more.  If the pain is very severe, there is always the chance that you have a recurrence (unlikely).  Rest and take antinflammatory medication.

Yes you could: But I do not advice it, because the amount of the swelling you have, also sitting in the plain going to cause more swelling. If it is urgent for you to go ask for exit seat to keep leg elevated and ask doctor to give a shot of Heparin to use so you will developed blood clots.

Long leg cast : Usually the initial cast is a long leg(above
knee) cast which sometimes i will
cut down to below the knee after about
four weeks to avoid further knee 
stiffness.

Ask your surgeon...: It's critical that you don't return to shoes too early...So make sure to check with your surgeon.  However, typically, a mild heel lift in the shoe is recommended initially to avoid tension on the tendon that was repaired.  Combined with physical therapy and stretching, this can help strengthen and allow proper healing.
