No: Syndromes are a collection of symptoms that often come together in a significant number of cases, and some panel makes a syndrome (not a disease entity) out of it. Your kid doesn't have rls. Take to your primary care pediatrician.

Rule out underlying: If you think your child has RLS (actually more common than you think), you probably have - this is genetic in many cases.  Ask child to describe and of note, symptoms will only be in evening at rest as opposed to some "other diagnoses" like growing pains or musculoskeletal issues.  See physician to rule out underlying medical issues or medications that are causing and then try the behavioral treat.

does a child have to be terminally ill to do make-a-wish?

Not sure: I have done make a wish personally for some of my patient's families.  Sadly, each were terminal.  I have seen children being treated to their dream events with disabilities.  I am not sure if they were make a wish.
