Not always: Pulmonary emboli/embolus (pe) range from tiny clots that are not symptomatic to a massive clot or clots that can cause severe shortness of breath. Some physicians refer to this as the degree of clot "burden". All  pe should be evaluated and treated. While there are many more causes of shortness of breath than pe, shortness of breath also needs to be evaluated. I hope this helps.

Pulmonary embolism: Pulmonary embolism is a medical emergency as it can cause right heart failure / respiratory arrest and death; and the etiology or site where the clot comes from can cause another embolism unless treated .Go today to ER to get treated .if it is a pulmonary embolism you need blood thinners for several months, at least . if it is asthma you need treatment as well if wheezing. GO TO ER NOW

Need CT angiogram: You really need a CT angiogram of the chest to reliably detect pulmonary embolism. IV contrast is needed to see blood clots in the pulmonary vessels. Anticoagulation is the main treatment for pulmonary embolism.
