Possibly: Diabetes can cause neuropathy, which can cause many different neurologic signs such as pain, numbness, tingling, or heat/cold sensations.  Swelling is less likely directly from diabetes, though diabetics often have vascular problems that can contribute to it.

Several possible: Answers might include peripheral neuropathy, a rheumatological condition, perhaps raynaud's, rarely, a giant cell arteritis, perhaps diabetes.  So, best you see a doctor, get some blood studies, and perhaps symptomatic intervention.

Tamoxifen: Tamoxifen can cause hot flashes but shouldn't single out one part of the body only. Is there any skin color change on the right foot? Perhaps there is some irritability of the superficial nerves there giving you the sensation of heat.

Hot Foot.: It is important to actually know if the temperature of the foot is actually warmer or just feels warmer. The warmth feeling, actual or not, can be due to a host of different conditions. Included, but not limited to, are neuropathy, blood clot, diabetes and even a vitamin deficiency. I suspect, since it is only one foot, it could be due to a localized nerve irritation.

All burned up: Burning usually means nerve is being irritated. When it involves the middle toes there is a good chance you are developing just that. You need to see a foot surgeon to have it evaluated.
