Yes: Shaking chills and fever can be a sign of a bacterial infection.  Often time pneumonia will start first with a viral illness such as a cold but if bacteria grows in the lungsand cause pneumonia, shaking chills, fever, worsening symptoms of cough, discolored phlegm begins.  At that point a chest xray/medical evaluation and most likely appropriate antibiotic treatment is needed.

Sometimes the stimulus from the area of the brain (hypothalamus) that serves as the body thermostat creates chilling to increase the body temp by muscular activity and he may have developed fever later after the chills. Anemia: Sometimes people with low blood counts (anemia) complain of feeling cold. Other possibilities could include hypothyroidism. Feeling cold with a normal temperature is somewhat of a vague symptom. Thyroid: Perhaps the thyroid gland is not working. It regulates your metabolism as far as keeping you at a normal temperature. Your thyroid gland is located in your neck. Blood tests show how well it is working.
Under active thyroid could be causing you these symptoms. Infection somewhere in the body could also lead to decreased temperature.
Don't delay seek medical attention today.
