Conjunctivitis: Conjunctivitis is either viral or bacterial.   Both are contagious so washing hands frequently is a good idea.   Bacterial eye infection clears rapidly with just a few doses.  When the eye is no longer draining then the contagious period is over.   This is an unusual reaction to HIB.   It probably is a coincidence.

Yes: Most would consider it unnecessary. Hib disease is primarily a risk for those under 6 years of age. There is some capacity for older kids and adults to acquire some natural resistance to hib disease with age, which is thought to be the reason it struck mostly younger kids/infants. The vaccine is available, and comparatively inexpensive, but unlikely to be paid by insurance on an adult.
