Talk with your doc!: I believe you are referring to the common bile duct in the abdomen. This duct (tube) joins the hepatic duct from the liver and the cystic duct from the gall bladder. The common duct is sometimes obstructed by gallstones, making it wider as bile tries to pass by the obstruction. But don't believe MY interpretation! This is far too important to second guess. Ask your doctor.

Depends: Tear outflow consists of two parts, the upper from the eyelid to the side of the nose, and the lower from the side of the nose into the nose.  If the upper is clogged it can sometimes be opened by probing done by your ophthalmologist.  If the lower portion then it may require surgery.  If a child, there is a different set of rules.

With difficulty: Cauterized ducts have the inside burnt so they scar shut to help you with dry eyes.  If you are now having tear overflow, then consideration of surgical opening is a possibility.  Check with an oculoplastic surgeon about stent insertion to allow a new passageway to form.
