Depends: Tear outflow consists of two parts, the upper from the eyelid to the side of the nose, and the lower from the side of the nose into the nose. If the upper is clogged it can sometimes be opened by probing done by your ophthalmologist. If the lower portion then it may require surgery. If a child, there is a different set of rules.

Many ways: Depending on severity. Could start by trying warm compresses. Lacrimal duct irrigation or probing may be necessary and in severe cases dcr surgery.
