With difficulty: Cauterized ducts have the inside burnt so they scar shut to help you with dry eyes. If you are now having tear overflow, then consideration of surgical opening is a possibility. Check with an oculoplastic surgeon about stent insertion to allow a new passageway to form.

With surgery: Once the tear ducts have been cauterized (burnt shut), they can only be opened up surgically.

Yes: Yes they can but that is more tricky. It requires surgery.
