Possibly Folliculiti: You may have a topical skin infection.  It really needs to be looked at if you have that many as it may easily be treated with antibiotics.

Acne? Other?: You ashould always remember that when you see something on your skin ANYWHERE, that you don't understand, you owe it to yourself to report to a dermatologist and get it checked!   That said,  in terms of frequency, acne is definitely the most common cause, and this is where your local dermatologist can be maximally helpful.  
     Scarring which is incredibly difficult to fix, is a frequent result

i have a cluster of hives and sores on my neck, and i don't know what its from. it forms a white head but its not itchy. but its awful looking! help!

See doctor: It's time for you to see your doctor.  If they don't itch, Benadryl (diphenhydramine) is useless.

May be infected...: Sores that leak fluid may be infected, and those that have a bad odor may have some rather undesirable bacteria in them. A primary care doctor or a dermatologist can evaluate and get one started on treatment, plus be able to give a diagnosis. Rashes are difficult to describe in words, so do need to be examined.

Probably ingrowns: In that location, ingrown hairs are very common.  Try benzoyl peroxide or salicylic acid or glycolic acid to clear them up.  If that doesn't work, see a dermatologist.

Sometime : Sometime a yeast infection can affect a man's penis. If it is present it can cause raw denuded area of pain, irritation, and often times itching. You can try an over the counter cream like Clotrimazole twice a day for a few weeks. If this does not work ask your doctor for an  dditional work up or referral to a urologist, especially since it sounds like you have some prostate issues as well .

Not HIV: These symptoms are not suggestive of an HIV infection, and the HIV blood tests tests are foolproof, as long as done sufficiently long after the last possible exposure -- which usually is 4-12 weeks. See your doctor if your symptoms continue or you remain concerned, but no worries about HIV.

See your physician : Skin rash with fever can be due to numerous potential viral or bacterial infections. See your primary care physician or a dermatologist for a work up including further lab work, cultures, and possible skin biopsy. This will hopefully guide treatment.

Infection? Diabetes?: Many causes forcskin sores including mrsa, diabetes, other infections. This can spread even internally and must be treated earlyvto avoid more serious complications.
