Doctor to evaluate: Pain, tenderness, or soreness in a testicle should always be examined by a doctor. The reason is that a guy's testicle can die if the testicle twists, thus twisting off the blood supply (called torsion). Other causes of testicle pain include doing sports without a jock strap, getting kicked in the groin, having a testicle infection, etc... Sometimes, an ultrasound scan is done to look for torsion.

so i'm having bladder & testicular pain. bladder hurts when i stand up and testicles are sore to the touch. any ideas ?

Begin with urine dip: Need a better history from you such as any trauma?  You need to see a doctor start with a urine dip and then an exam

See remark: Tight bladder neck is not common at your age .Have you had anytime venereal disease ,history of stricture?
Are both testicles sore? If they are not swollen wear a tight jockey shorts use any over the counter pain medicine for inflammation twice a day for 5 days.

In the meantime ,I'm afraid you may have to see a urologist .You need a physical exam / scoping your urinary channel.

Needs evaluation: likely a hydrocele (pocket of fluid trapped in scrotum)---- needs an ultrasound to rule out other possible diagnoses

Possibly??: I am assuming that you had a surgical repair of an inhuman hernia. There are people who complain of post-op pain on the same side and the greatest risk factor for that is age under 40. You should see a good pain management doctor after you see your surgeon if that doesn't help.
