Maybe but: If you are forgetting to take your birth control pills then you should consider one of the many other options. You are very likely to end of pregnant if this continues. Consider a Mirena (levonorgestrel) iud and you wont have to worry for the next 5 years.

Not uncommon.: Pms symptoms can include pelvic/ abdominal cramping, nausea,  bloating, weight gain, moodiness, irritability, pain & swelling of breasts, feeling tired, insomnia, headaches, ^ acne, food cravings, ^ appetite, swelling of hands & feet, dizziness, thinking less clearly, urinary sxs & exacerbations of chronic conditions.

Any and all: You may use any HPT the day before your period. If it is positive, you can rely on it. If it is negative, that would not rule out pregnancy and you should re do the test 4-5 days after missed period. Use first morning urine and follow the instructions for the test carefully.
If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex. 
Get HPV vaccine.

Premenstrual mastalg: I have found that women in their 40s begin to experience more tenderness in their breasts between ovulation and the period. I don't know your age but would guess that is the case since this is a new and concerning change for you. If it persists past the period see your provider. Do a self breast exam also at the onset of the period.
