Probable nasopharyng: The nasopharynx is the area at the junction of the nasal cavity and upper throat which can have both acute and chronic infection.  The acute type has a sore throat, drainage, and often ear pain and can be viral or bacterial.  The chronic form has chunks of discolored drainage particularly in the morning with persistent daytime post nasal drip and sore throat.  Suggest bacterial culture.

Try taking a decongestant and an intranasal corticosteroid like Flonase or nasocort.. If this continues for more than a week, go see your doctor for a possible bacterial infection...

Time ; patience: Unfortunately, most cough +/- phlegm are due to viruses for which there are no antibiotic cures. Recent study concluded average duration of cough illness is 18 days. Phlegm color doesn't help determine need for antibiotics. Go see your family doc if you're getting worse, feel short of breath, have a fever, etc. But for most cases, it's a matter of time ; patience. Sorry!

Post-nasal drip.: It's difficult once it's in the back of the throat, because most toddlers can't cough and spit phlegm out like older kids and adults can.  It's best to get it at the source, which is usually a post-nasal drip; using saline nose drops to loosen the mucus, then bulb suctioning or having the child blow the nose (and repeating until mucus is gone) helps the most.

Hydrate well with : Water.  Saltwater gargles are very helpful. Mix a teaspoon of salt in 8 oz of warm water – gargle with this several times a day. Pour boiling water over thinly sliced organic ginger. Steep for at least five minutes in a covered pot. Add 2 to 3 tbs of honey & sip.
