Cold feet: You don't mention if your feet warm with socks or under a blanket.  If they do not , seek medical attention right away.   The dry skin can be related to circulation as can the discoloration.  See your podiatrist or your dermatologist .

I think you are on: the right track thinking that this could be Athlete's Foot.  Making sure, probably by seeing a Podiatrist or Foot Specialist, might be your best first step. I can't tell from your question if your soles are also red and swollen or NOT red and swollen. If yes, a rare condition called erythromelalgia might be considered. Hard to say: Without examining you as you may have two independent problems like plantar fascitiis with athletes foot. 
Are you flatfooted? Or does your foot pronate? Do you get pain on the first few steps in the morning?
Peeling on the bottom is usually athletes foot or occurs after swelling as the skin contracts and sheds epidermis.

Tinea Pedis: It sounds like a tinea pedis or athletes foot. Fungus can be very resistant to medication. Put lotrimin (clotrimazole) AF cream as well as hydrocortisone cream 15 three times a day for a week. Also, dry feet and toes carefully, then apply gold bond powder into your socks immediately after bathing or swimming. Good luck.

Lack of motion: Dependent position without motion could cause this. Why was it immobile to begin with! the injury could cause residual swelling, a clot should be considered as well.

Elevate your foot as much as possible and if it persists, say another week, see your Doctor for evaluation.
