? injury related: Sometimes what appears to be bruises/ lumps under the skin of the legs are actually varicose veins.  If it appears that you are bruising more easily than you feel you should then a more serious issue may need to be considered.  Please see your primary care physician to have them take a look.

Possible warts: Is hard to say without seeing them, but if tan or skin colored they could be warts. If you shave you could be spreading them even more. See your doctor or a dermatologist for an accurate diagnosis and treatment.
Common warts are the result of infection with HPV  (Human Papilloma virus) there are different strains and the one  responsible for common warts is different than the cervical cancer one

Skin lumps: Depending where they are, they may be lipomas or varicose veins if in the legs, they need to be examined for proper diagnosis. The rash on your legs can be from venous stasis.

i have been getting hard lumps under skin on legs that are red/scarred and itchy and painful they indent when pressed and worsen in.heat or sunlight?

Hard lumps: Since the lumps are bilateral one has to consider the possibility of erythema nodosom. This a rash that can appear s a result of many illnesses such as strep, tb, sarcoidosis, but basically the cause is unknown. If you are in pain you can take ibuprofen. Warm bathes can also ease the pain. The important thing is to see your doctor to see if he can establish a cause.

Hives: What you describe sounds like hives, a nonspecific reaction of the skin that commonly occurs during an allergic response to some trigger. The trigger to the reaction can be many things; new food, bug bite, reaction to sun screen, etc. Lots of possibilities but only your own detective work may figure it out.Benedryl often helps with the itch.

skin cysts, 
cherry angioma, 
dermatofibromas, 
epidermoid cysts, 
folliculitis, 
keratosis pilaris, 
lipomas, 
neurofibromas. See your doctor for a biopsy.
