Hard to know: Heat and bumpy usually means inflammation and could be related to an allergic response to something. Coming and going every 6 months is interesting and could be related to something seasonal? Prob best to see a dermatologist when you are having the condition so that they can evaluate. Usually trauma: Most of the time it would be from a minor bump to your leg that you did not notice, or could be small vein rupture.

Calf bumps: Swollen lymph node, varicose veins, a cyst, possibly a tumor(unlikely), a blood clot, among other things.  Have you been immobilized or had an injury lately? If it persist, go get it checked out.

Soft tissue growth: Most likely it is a benign soft tissue growth (tumor). Since it's been there for over a year without significant change goes against malignancy, but a benign tumor is very much possible. Biopsy may be able to provide definite answer, but consult with a physician is a must to move on with this.

rash on the back of my calf, itches and is spreading, it started real small like a bug bite, it has a ring shape with bumps, should i be rel concerned?

Could be ringworm: This sounds like what is commonly called ringworm, or tinea corporus. This is a common infection caused by a fungus. It is easily treated with Lamisil (terbinafine) or lotrimin, but make sure that this is what it is by going to your family doctor.

i have the itching and bumps only on my legs more on the calf area it looks like bites but not sure if it is or what kind?

Fire ant/photo?: Without a photo, this sounds like a fire ant bite and will usuaqlly resolve on its own. Do not attempt to sqeeze it open or puncture the white area.

i had a very bad bruise on my calf it has healed now i have a slight bump where the bruise was and it itches really bad. why does it still hurt/itch?

Need to examine: It is not feasible to provide a meaningful opinion without examining you. You may try warm compresses for a few days, as the blood clot in the tissue may not have resolved, even though the skin appears to have healed.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

small red bump on calf for 5 years, popped and some blood came out then saw something in it, pulled with tweezers and an inch of what looked like white tissue came out. what could this be?

: This could have been an epidermal inclusion cyst or a wen. If it fills up again or doesn't appear fully healed or resolved, have a physician or dermatologist inspect it and advise you.
