Before anything else: The cause of your cold feet must be diagnosed.  There can be several reasons for cold feet including poor circulation, peripheral neuropathy, vasospastic disease, and even some arthritic conditions can do this. Start by going to your pmd who will make a recommendation for you to see an appropriate specialist. Once we have a diagnosis, then we can find a suitable treatment.

Circulation: Usually cold feet is caused by 1) cold weather, 2) poor circulation, 3) neuropathy (which is nerve disease), or disorders that cause the blood vessels to go into spasm like raynauds syndrome.  See pcp.

Warm them up: If you work outdoors or are exposed to cold, wear warmer shoes and socks. Making sure your feet are dry can help.

There can be medical reasons for cold feet as well: issues with your circulation, thyroid or peripheral nerves that affect bloodflow to the feet and toes.  Check with your doctor if these issues might be the problem.

Yes: It is a disease associated with micro (small) vessels of your toes and fingers. When your feet are exposed to cold they constrict and you get cold toes and tingling sensation in your toes. Try to cover the your toes up at all times.

Circulation problem?: He should see a doctor and make sure that there is not a circulation problem or hormonal problem such as low thyroid. If all that is okay, he may need to begin an exercise program to increase blood flow to his feet. There are also bed warmers that can be used.

Little to no chance: Cold feet at night is mostly a nerve response.  It is common for normal healthy people to get cold feet.  Your body is going to rest mode and is diverting the blood away from your feet.  Ulcers are from pressure points, poor arterial circulation ( rest pain or can't walk a certain distance due to pain) or venous usually in the inside ankle due to swelling.
