And your proof: That it is not an infection? Allergy, autoimmunity may cause inflammation, but green slime sounds like infection, either bacteria or fungi.  Get a culture and post the proof. See an ENT doc for management, possibly including surgical exploration and drainage.

: No, not normal. Colored discharge with odor means infection. Vaginal infections often require different antibiotics than these, e.g. metronidazole or clindamycin. (Cefixime and cephalexin [Keflex] are almost identical; that was really no change at all.) Double check about sexual abuse and STDs, including STD testing (gonorrhea, chlamydia, trichomonas). She needs pediatric ID specialist. Good luck.

: Those symptoms are abnormal, inflammatory bowel disease (IBD) needs to be ruled out so you should see a gastroenterologist. Sexual transmitted disease can't be ruled out if you had anal sex.

Tubal Ligation: Tubal ligation should not have any effect on your vaginal discharge. Smelly discharge though could be an indicator of some sort of infection or bacterial imbalance in your vagina that you should get checked out. Possibly bacterial vaginosis which is common if you're having unprotected vaginal intercourse.
