my 3 year old has small white pimples with rashes on her body it flares and itches, tried allergex syrup and ointment and cortisone oitment, it's not working, she has it for two weeks now, please advise?

See a dr: A papular rash can be caused by many things. Most of them are infective. Since she has had it for 2 weeks, and it is not going away,  I would suggest seeing a dr. At the Dr visit, they can examine the pustules and their locations, can determine what the most probable cause is and can suggest a course of treatment. They may/may not do lab work and/or culture the papules.

Folliculitis: What you are describing sounds a lot like folliculitis (hair follicle infection - mild).  Often, the best approach is to use an acne-type body wash with benzoyl peroxide (bpo).  Bpo is over-the-counter and well tolerated.   Use it in the shower daily and try to leave it on for a couple minutes.  If this doesn't help after a week, then see your doctor for help and guidance.

Please have your: doctor examine you so that you can be properly diagnosed and treated. It is difficult to make a diagnosis without seeing the rash. If you have no medical contraindication to doing so, you could take a non-sedating antihistamine meanwhile to relieve the itching.

Rash: Depends on where you all have been and been exposed to.  It's probably an allergic type reaction even as simple as new detergent or soap. If noone has any fevers or other symptoms you can probably try some cortisone cream and see if helps.

Not pimples: What you describe is likely just hives. These are often an allergic  reaction to a food but can occur for other reasons.

Chicken pox: It's possible that this is chicken pox. Is he itchy? Fever? With varicella, there are 3 kinds of spots- 1) flat red spots, 2) clear blisters that open easily if you brush them, and 3) broken blisters that start to crust over. Usually, there will be all 3 types within the first day or so. Tepid baths with 2 tbsp of baking soda can help. Call the doctor if there is a high fever or other symptoms.

Bumps: Sight unseen, it sounds like your kids have molluscum contagiosum, a virus of the skin. See a dermatologist for verification and treatment.

Itchy?: I have a few questions.  Are they itchy?  Was he immunized against the chicken pox?  Any other symptoms like fever?  The rash you describe sounds like the chicken pox, typically described as "a dew drop on a rose petal" appearance.  Even if your son was vaccinated there is such a thing as breakthrough infections, they tend to be very mild.  I suggest seeing his doctor to determine the cause.
