i have small white itchy bumps on my arms shoulders and neck what could it be? they've been there about 3 days and aren't getting any better. i used to cut, and they seem to be worse around the scars on my arm

Most itchy bumps are red in color.  Are they spreading?  Are there red streaks or any swelling?  Do the bumps look like they have fluid inside or not?  Clarify for us and the answers will come.

Contact dermatitis: Sounds like a contact dermatitis reaction to bleach which is a strong irritant. A topical steroid cream will help along with an antihistamine for itching. If it continues or gets worse see a doctor for stronger medicine. Wear gloves when cleaning with bleach and dilute it with water.
