Can't tell: Many bug bites give a similar reaction and thus there is no way to guess what that may be. If you live in tick-infested area, be sure that it is not from Lyme disease. See your doctor if you wish to find out.

Be checked: Either be seen or send a picture. Your symptoms and rash could be herpes zoster or shingles. Do you have a history of chicken pox? If this is shingles it is better to start medication within the 1st 48 hours of the onset of the rash. All the best.

: One possibility is that that it has now returned to normal size but you can feel it because you now know where it is at.

Bite: If the area is getting larger, I would recommend seeing a doctor as it may be infected and need antibiotics.  Until able to see someone, I would keep it clean with soap and water and apply neosporin.

No: Assume some forgotten or unnoticed bump. If you have many of them, and cannot explain them, it is a serious sign which needs immediate attention.

Rash: Although it's difficult to know, exactly without seeing it; this sounds like pilaris keratosis. This rash is usually located on the back of arms, and tops of thighs. Occasionally on the cheeks. It is a form of eczema. It's eczema of the hair follicles. You can try a loofa, and moisturizers. There are some other creams, that a dermatologist can prescribe, as well. It is harmless.

Spots can be "post-inflammatory," the residual effects of an earlier rash. Spots can be eczema (sensitive, dry skin), fungal infections (tinea versicolor), psoriasis (autoimmune disorder), reactions with chemicals like soaps, allergic spots, viral, etc... Many possibilities.
