Rash: Rashes are hard to diagnose sometimes when you are looking at them.  Impossible to diagnose without even seeing them.  You need to see your doctor.

Lipoma: This could be a few things, most likely it is a benign fatty lump called a lipoma, but it could also be a sebaceous cyst. Rare, but it could be a malignancy like a lymphoma. If it's not growing and is not painful (and is not new) you should bring it up at your next doctors visit.

Does it hurt?: If it hurts it could be a blocked hair follicle. If its non tender it could be a lipoma (fatty tissue) if its near the wrist it could be a ganglion cyst. We would need more information and a picture would help too.

Possible Lipoma: Lipomas are benign fatty tumors.  They tend to feel firm or rubbery, are mobile, and are always non-tender.  They do not tend to resolve on their own.  They do not require treatment unless they are causing discomfort.. Seek medical attention if lump increases in size or becomes painful.
