Without a photo...: hard to say. Posting a photo could help with the diagnosis. Also, how long has it been there? Any other bumps anywhere on him or on anyone else? Sounds like it could be a simple wart, especially since you say it's "pure skin." Unfortunately, there's not proven treatment for warts; most go away on their own over time. If it persists, looks infected (red, warm, painful), then go see your doc.

Doctor can evaluate: Rashes are quite hard to describe and diagnose in words. A primary dr. Or a dermatologist can look at it in order to tell what it is. If an eczema rash, Hydrocortisone cream helps. Itchy little bumps of 1-2mm size, that come and go on the fingers, may be dyshidrosis, a form of eczema. Some rashes are an allergy to something. A dr.'s exam can help, especially if few days of Hydrocortisone hasn't.

Exam needed: A tender white lesion on a finger combined with a swollen hand raises suspicion of an infection. Therefore I recommend an urgent examination by a physician in the hospital emergency room for diagnosis and treatment.

Bump on the index : I just saw a patient in the office with this about an hour ago. Most likely that is a ganglion. See a doctor in person to be sure.

Rash: It is almost impossible for us here on health tap to tell what the rash is because we can't see it.  Your best bet is to go to the doctor and get specific treatment for this rash.

Would need to see: it, possibly biopsy or get MRI. There are many nodules that can form including fatty tumors, neuromas, cysts... see dermatologist or hand specialist for answers.

i have a small painful (almost stinging) bump on my left index finger it is flesh coloured and really can only be felt. i noticed it this morning.  then there was a painless pinkish light coloured right above the knuckle of that index finger that i notice

Bump: Observe it for now. If it get larger or the redness increases have it seen. It may be related to trauma or a bite or something that went through the skin. Keep it clean and try polysporin (bacitracin and polymyxin). All the best.

Ganglion cyst: Ganglion cysts are very common lumps within the hand and wrist that occur adjacent to joints or tendons.  The most common locations are the top of the wrist, the palm side of the wrist, the base of the finger on the palm side, and the top of the end joint of the finger. These cysts may change in size or even disappear completely, and they may or may not be painful. Shoud see physician to confirm.

i have a small blue hard bump at the palm side of my index finger's middle joint. it's been around for 3 weeks disappeared for 2 days and is back.

Vein thrombosis: The most common cause of this kind of bump is trauma to a blood vessel in the palm resulting in a little clot. It is not dangerous for spreading. You experienced the normal course (disappearance in 2-3 weeks) and it was probably reinjured. However, if it persists, you should see a Dermatologist to make sure it is not a benign growth of blood vessels, pyogenic granuloma or hemangioma. Good wishes:)
