You're fine!: 127 pounds is an ok weight for you!  if you were an adult, we might say ideal weight for a 5'5" male would be closer to 135 to 140 pounds, but you are in a state of growth/transition.  I don't really know what you mean by "skinny fat" though. Just keep focusing on lots of fruits and veggies, some protein (meat, fish, poultry, cheese, eggs) and complex carbs, not sweets.

If he can be patient: his gynecomastia will very likely go away after he has completed all 5 Tanner Stages of puberty. "Man-boobs" or gynecomastia represent a transient increase in breast tissue that occurs to varying degrees in about 70% of normal boys during puberty. Being overweight probably made them look bigger than they actually were, because of the fatty tissue that accumulates in that area .

Typically skinny: Anoxria involve a fear of gaining weight or becoming fat.  
The person is involved in pesistent behavior that interferes with weight gain, even thought at a signifcantly low level.  Anorexia Nervosa leads to low body weight in the context of age, sex, develoment and physical health.  Although thin the peson does not recognize  themselves or body on self evaluation as being seriously of low weight.

Well - if you want: to become muscular - just sitting around isn't going to make it happen. If you decide to get serious about building muscle, talk to your coach or a trainer about getting you on a schedule and teaching you the right exercises.

: Impossible to lose fat from specific places.  I would look at other women in your family when they were your age to see if it runs in your family.  Discuss with your Dr.

Exercising in a way that burns fat and builds muscles is important. Start by seeing a dietitian to ensure you are eating right. Then have some sessions with a trainer to make sure your weight training is effective. Focus on health.
