Depends on cause: I suspect the burning is from some of the stuff you have used on your eyelids.  If so, eliminating the exposure to that agent is the only way to control it. Topical hydrocortisone cream for a few days may be helpful as well. If problem remains unsolved, see your doctor.

Scalp irritation: sounds seborrhea or psoriasis of the scalp.  best to see a doctor to get treated.

Skin yellowing: Skin yellowing can occur in hepatitis (inflammation of the liver which may be due to viruses, autoimmune diseases, medications, and other), low thyroid function, certain types of anemia and a number of other conditions. Bags under eyes can occur in a number of conditions as well. Please see your doctor as soon as possible for an evaluation and blood work. This needs a diagnosis as soon as possible.

First define cause: Eczema? Prolonged work? Sleep? Itch or pain? You may benefit from evaluation by a skin specialist. There are many products looking for your money but you are likely to be disappointed. If you have a diagnosis you can actually find a remedy.

Plastic surgery: is commonly done for this. Removal of extra skin or paradoxically putting chemical implants in. I do not know why diagnosis isn't done on them since:
fat deposit changes, FLUID, wrinkling can do this but have very very different physiology and presumably different best treatments.

But first, excercize a heck of a lot til sweating profusely and see if the bags disappear. Then, it's lymphatic fluid

Allergy / toxicity: In this instance, it would be important to know what brought on the symptoms. In general, given that it happened to all of you at the same time, something in the environment or something you all consumed resulted in an allergic or toxic reaction. In such cases, it is best to seek medical advice.

Eyelid dermatitis: Is a condition which causes the symptoms you are describing.  It's often associated with eczema of the skin on other parts of your body.  If your symptoms are severe enough, you may need some eye ointment to treat this.  You should discuss this with your ophthalmologist.  Be careful about using over the counter skin creams close to your eyes.

Milk intake: Normal for toddlers to decrease milk intake as they eat more solid food.  Redness under eyes unlikely due to milk.  Follow up with doctor re eye redness.

Healthy kid: Stop feeling sorry for yourself and stop blaming masturbation for your condition.  Your dark circles may be " allergic shiners" and allergies may be responsible for your condition. See your doctor for evaluation.
