Thigh rash: In that location, one common rash would be intertrigo, inflammation of warm most skin usually within a fold. Another possibility could be a fungal infection (tinea corporis). Best to see a dermatologist.

i have bumps in my inner thigh they don't hurt or itch and some bumps are bigger then others and they don't look like skin tags?

No: Skin tags are benign growths that are harmless. You may want to remove them for cosmetic purposes or they bother you when you put your clothes on. The exact cause is not known; however, it is believed that skin tags occur from skin rubbing up against skin, since they are so often found in skin creases and folds.

Nobody knows: Why you have them is unknown. They are very common, and easy to remove by some primary care providers, dermatologists, general or plastic surgeons. Why? God only knows...

i have a cluster of bumps that look like skin tags on one of my inner thighs that never went away. i had it since i was in middle school and im confused on how i get them. i did not become sexually active until after high school so its not warts?

: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. It would be prudent to see a doctor, preferably a dermatologist. If these are indeed skin tags, it would not be hard to remove the lesions.

Cut them off: Moles should not be growing or changing in size, especially at your age. Moles that change have got to go.

See answer : Skin tags are very common and generally occur after midlife. They are believed to be the result of skin rubbing against skin which is why they are generally found in skin creases and folds (neck, armpit, groin). More common if overweight, diabetic, or have other family members with them (genetic). No treatment needed unless cosmetically bothersome or causing irritation.

Growths: From your description of the lesions resembling warts or skin tags, it is a possibility  that your son may possibly have Molluscum? I would advise a visit to a Dermatologist for further evaluation, however.
