Yes: And also when you are not. The fatter you are the more skin tags. Moles may grow larger and darker during pregnancy. A dermatologist can easily help you if you have them.

Wart rx in pregnancy: Dr Scholl's wart therapy has some chemicals in it which could absorb into the skin and reach your baby in trace amounts.  That said, the risks are astronomically low that a birth defect would result. The greatest risk in pregnancy is the first trimester when the baby is forming.  If you're worried see a dermatologist for cryotherapy.

Skin tags: Skin tags are common and benign conditions of the skin. I dont see any issues in removing them during pregnancy however there is no harm in waiting to post delivery and then getting rid of them.

Hereditary: Most likely hereditary, check if mum or dad has it. Probably coincidental that its happening with pregnancy.

Bumps on labia: Without photos, it would only be speculation.  Labia are noted to have surfaces similar to cauliflower at the outer edges.  Otherwise the labia minora surfaces on the outside and inside are smooth.  The majora skin is the equivalent of scrotal skin.  Growths can certainly happen there and may also occur on the thighs.  However photos are still needed.

These : These could be skin tags or warts. Try putting on a little white vinegar, if they turn white chances are that they are warts. Warts may grow or appear in pregnancy because of the associated immunosuppression.

"normal"...: Meaning a common consequence of pregnancy. "footprints" of hemorrhoids include skin tags. Can recur, with or without additional pregnancies. Generally treated conservatively, without surgery. Surgery reserved for those who fail medical management, or have repeated bouts of flare.

Skin tag: This is a harmless skin lesion.  Speak with your doctor. They can be frozen with liquid nitrogen or surgically removed if its bothering you.
