Could Be, but..: To help you i would need a few more clues.  Right now i would say it could be a lot of things.  As a general rule if its dry its okay to put hydrocortisone,  but if it looks damp lotrimin (clotrimazole) to start.  Could be eczema, could be tinea and the treatments for either could make the other worse.  I would suggest a visit to your pcp, or a dermatologist.

See Specialist: Given the persistence of your rash I would make an appointment to see an Allergist or Dermatologist to further clarify what could be causing your symptoms. There are many causes of persistent rash including eczema, contact dermatitis, scabies, hives, etc. Without seeing your rash in person it is difficult to determine appropriate treatment. Try OTC topical corticosteroid cream in the meantime.

You : You might want to see your physician soon.  It sounds a little bit like scabies. This could be contagious.  If this turns out to be true, everyone in the household will need to be treated.

It : It sounds like a fungal rash (tinea corporis). Try an over the counter anti-fungal cream; Clotrimazole twice a day is a good choice. If there is no improvenment in 1-2 weeks then Hydrocortisone up to four times a day may work if it is a dermatitis or an eczematous rash. If that does not work encourage your friend to see a doctor.

Evaluation: Have the rash evaluated by your physician.  The appearance of the rash can help determine the treatment.  This may be a contact dermatitis to deodorant or antiperspirant ( but you would typically have the rash under both arms), chemical burn from use of a depilatory, or an infection.
