Venous : Insufficiency could do this. The hemosiderin leaks out from the blood and stains the skin.

Need more info: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. However what you described suggests venous stasis. If she is overweight that may be contributing to the problem and losing weight would be imperative.

Urgent care: Your wound is infected and it has to be cleaned and dressed. You will also need a course of antibiotics. Please see an urgent care center. Keep the wound clean and dry using an antiseptic liquid soap, use a topical antibiotic ointment three times daily, until seen.

Ethnicity: What you described is normal in people with darker complexion.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex. 
Get HPV vaccine.

You can try...: A mild steroid cream like Cortaid (hydrocortisone) and see if that helps... If not, see a podiatrist or dermatologist.

Skin lesions: If this has been there for a long time it is very unlikely not to be cancer. It can be a warty growth and can be treated with liquid nitrogen.  Your family clinic should be able to take care of this for you.
