Immune reaction: This can be keratitis pilaris, which is often yeast/mold that is flaring in the hair follicles causing goosebumps/chicken skin. It may also be an allergic reaction to something you came in contact with. If it persists, you should see a dermatologist.

Throat bumps: These bumps may be an exaggeration of normal mucus secreting structures. I would wait until your current upper respiratory tract infection has resolved to see if these bumps have receded. If not, a throat examination by your physician or an Otolaryngologist would be recommended.

Sore throat: Depending on how long you have had these symptoms it may represent a localized infection or could be a yeast infection.  You should be evaluated by a board certified head and neck specialist to diagnose and treat your symptoms.

Have him seen: The combination of rash and sore throat can be many things, most of which are caused by viruses and require only supportive care.  However, sometimes bacteria (including strept) can also cause this, so it may be wise to have him seen by a physician.

May be viral: Small itchy bumps on the neck could be something called flat warts. These are small skin colored bumps that come from a virus that has no treatment except destruction. See the doctor and have a specific dx made and the doctor may be helpful to remove them.
