Not sinus: No sinuses in that area. Probably a cervical neuralgia or muscle pain from the spine. see a neurologist

Could be: Irritation of trapezius muscle, which attaches at the base of the skull right where your symptoms are. Try ice packs for a day or so, and maybe an anti inflammatory like advil (ibuprofen) once or twice, if doesn't improve, see your doctor for an evaluation.

Sinus congestion: The pain at the base of your skull is referred pain and the pain behind your eyes is from sinus congestion which results from nasal congestion. You need to treat your nasal symptoms with a nasal spray, oral antihistamines may help only when coupled with a decongestant. If otc meds don't help, it is time to see an allergist.

Vague: Need history and exam.   Was there any trauma involved- whiplash, facial, head or neck injury?  It could be a sinus issue or some other ailment that needs attention.  Get to a Dr. and be evaluated

Yeah...that'll smart: You may be suffering from the residua of POSTCONCUSSIVE syndrome (PCS).  I don't know how you were at the type you got hit...for example, from what height did that hammer come down? You could calculate the amount of Force that you took on the head and neck using F=ma but I think seeing your doctor for a referral to a neurologist for possible PCS and management would be a good idea.

Anything: Headaches can come from fatigue, sleeping too much or too little, eye strain, sleep apnea, snoring, being dehydrated, having chronic sinusitis or allergies, too much caffeine or over the counter headache medication, high blood pressure or something more serious like a tumor. See your doctor and get checked.

Ice application: If you have pain at the base of the head, try icing the area for a few minutes (5-7 minutes) and see if it helps.  You will most likely benefit from tylenol (acetaminophen) or ibuprofen.  If it is a severe headache with any other symptoms, contact your pcp.  If you just sustained the injury, depending on the severity, you might even want to go to the er.
