Absolutely: Saline irrigation of the nose is safe and effective. I encourage all my nasal allergy patients to rinse their nose. There are also non=allergic forms of nasal disease as well as chronic sinusitis, where nasal irrigation is crucial.

Sinus infection: The problem may be chronic sinusitis.  Saline irrigation with a neil med sinurinse bottle might do a better job of clearing any debris.  A good exam by an ent, including a nasal endoscopy would best examine for the origin of bad breath.  Sometimes your breath isn't as bad as you imagine, also.

: wouldn't think so: In general the USE BY dates are estimates required by the consumer product safety people or the FDA. The apply most often to drugs that can become weaker over time. With saline spray there is some risk of a change in the salinity/strength, but for such needs it is of little importance.

Not Exactly: What is passed genetically from parent to child is the propensity to develop atopy (such as eczema, asthma, allergic rhinitis, food allergies) but usually not sensitization to specific allergens which the parent is allergic to.  The exception, which is a controversial topic, is drug allergies, but this is usually dependent on metabolism of the drug which is inherited rather than the allergy.

Sometimes: But not all the time. Nasal allergies are not a frequent cause of a really bad persistent cough. In a child with allergies and a really bad cough (assuming no fever) I would be concerned about a reactive airway/asthma type condition. If the child also had eczema I would be even more concerned.

No: The condition of being allergic is certainly an inherited property.  Often, that tendancy is greater in children whose biological mother has allergies.  However, specific allergy is generally not thought to be inherited.  That is, a parent can be allergic to food, and their children allergic to pollen or insect stings.
