Yes, but: Weakness is just that, weakness.  Hernia is actual defect in fascia, the covering of your abdominal wall that keeps viscera in their places.  Mri is imaging test, so it detects thickness in tissue, not necessarily whether it is functionally a hernia.  Weakness does not necessarily lead to hernia formation, and does not require treatment.

dad (75) was given triamcinolone + lidocaine for l4-l5  stenosis. he developed weakness in thigh muscles & pain in left pelvis. is this esi sideffect?

Possibly: These complaints could be related to the injection and may resolve spontaneously. However if after 5 to 7 days symptoms continue or worsen you need to speak to medical personnel. If your Dad develops fevers or further neurologic issues please have him see emergent medical or ER care. Good luck

Starting with: frankly, a country doctor. You'd want a general overview to see where to start. the location and movement of a pain gives clues as to what is going on and with weakness it is a nerve, and therefore most commonly lumbar disk. There are specific physical findings to localize the problem. and.. with weakness, it is a serious disorder perhaps even requiring emergency attention.

See a dermatologist: Your scrotum could be itching for many reasons.  You may have a yeast infection or a chronic dermatitis called lichen simplex chronicus...Due to excessive scratching or an irritant or contact dermatitis.  You should see your dermatologist for further evaluation and treatment.
