What's possible...: Many things are possible in life. Warts on the scrotum are possible no matter what else has been on the scrotum. A dermatologist with a magnifying glass can help figure out what currently is on the scrotum.

if i get a skin biopsy of the scrotal warts (my uro said theyweren't) will it specifically give what strains i have? if i askfor the details ofstrain?

See below: Routine biopsy and pathological exam usually just identifies the nature (histology) of the skin lesion and whether it is a genital wart or other type of  benign lesion. Submitting the specimen for viral typing is not routinely done and usually involves sending the specimen out to a special reference lab that performs that type of service and likely costly. Can be done but should verify with MD.

i never had anal sex but i got genital warts on my penis. is it possible to get anal and scrotum warts as well? does the interferon therapy effective?

Yes: Yes, they might spread.Probably will not. Imiquimod is far superior to interferon. You may combine liquid nitrogen and electrodessication with lidocaine local anesthetic for a quick and usually effective treatment.

See a doctor: Or specifically a dermatologist. Without the ability to examine these it is impossible to determine what they are. Genital warts are doubtful.

See below : Genital warts most commonly involve the penis and perianal region and do not commonly involve the scrotum. HPV 6 and 11 most common strains. Usually occur 1-3 months after infection though HPV infection often not associated with visible warts or signs. Self-applied creams effective for treating small warts and freezing, lasering, excision by urologist or dermatologist for larger warts. Use condoms

Wart: incubation can be upto 8months. However verruca vulgaris has less affinity to the genitals than conndyloma accuminata which is sexual transmitted

Low risk: Anal warts are most common in people who have had receptive anal sex, but sometimes appear in men or women with no anal sexual exposure. It is not known how often this results from touching like you describe, or from migration of the virus along the skin to the anal area. Probably some of each. Best to avoid contacting your anal area after finger contact with your warts, either way is low risk.

Persist: Whether you have these removed or they regress on their own, the germ can remain in your system indefinitely.Warts can return and you can shed virus/pass it on.

Probably not penile: Cancer. It is probably a wart but get a second opinion from a live urologist.
